As smartphones and social media become more integrated into daily life, concerns about their impact on student focus and well-being are growing. Senate Bill S3583 and Assembly Bill A5205 would require all public schools to create clear policies regulating student cell phone and social media use during school hours, on school buses, and at school events. The goal is to reduce distractions, improve academic performance, and support student mental health while allowing necessary access in emergencies or for educational purposes.

Supporters argue that structured policies will help create a more focused and healthier learning environment. Opponents worry about overregulation and believe schools should have more flexibility in managing phone use.
